Who Needs a Boating Safety Certificate

In Michigan, a "boating license" typically refers to a boating safety certificate. This certificate is mandatory for certain age groups:

  • Born after June 30, 1996: Must have a boating safety certificate to operate a motorized boat.
  • Personal Watercraft (Jet Skis, etc.):
    • Ages 14-15: Can operate with a certificate and direct adult supervision.
    • Age 16+: May operate a PWC independently with a certificate.
    • Under 14: May not operate a PWC under any circumstances.

How to Get a Boating Safety Certificate in Michigan

You can earn your certificate by completing an approved boater education course. The course is available:

  • Online through providers approved by the Michigan Department of Natural Resources (DNR), such as Boat Ed or BOATERexam.
  • In person, often through schools, community centers, or local law enforcement agencies.

Once completed, the certificate is issued and must be kept onboard when operating a vessel.

Michigan law outlines minimum age requirements:

  • Under 12 years old:
    • May operate a boat powered by a motor of no more than 6 horsepower.
    • May operate up to 35 horsepower with direct supervision by someone at least 16 years old.
  • 12 to 15 years old:
    • May operate a boat powered by more than 6 horsepower with a boating safety certificate and proper supervision.

Boating Laws and Safety Equipment

All operators must comply with Michigan’s boating safety rules, including:

  • Life Jackets (PFDs): Each person on board must have a U.S. Coast Guard-approved life jacket. Children under 6 must wear one at all times.
  • Navigation Lights: Required for boating at night.
  • Sound Producing Devices: A whistle, horn, or bell is required.
  • Fire Extinguishers: Vessels with enclosed compartments or fuel tanks must carry a marine-rated extinguisher.

Penalties for Violations

Operating a vessel without proper certification can result in:

  • Fines
  • Mandatory safety education
  • Confiscation of your PWC or boating privileges

Repeat offenses may carry steeper penalties and even criminal charges for endangering others.
