Missouri License Eligibility by Age

In Missouri, obtaining a driver’s license involves a progressive system based on age, driving experience, and successful completion of specific steps. The Missouri Graduated Driver License (GDL) program helps ensure that young drivers gain experience under less risky conditions.

Age 15: Instruction Permit

At 15, teens are eligible to apply for an instruction permit (also known as a learner's permit). This requires:

  • Parental or legal guardian consent
  • Passing the vision, road sign recognition, and written knowledge tests
  • Proof of identity, residency, and lawful presence

With the instruction permit, the teen must be accompanied by a licensed driver who is at least 25 years old and has held a valid license for at least 3 years.

Age 16: Intermediate License

After holding an instruction permit for at least six months and completing 40 hours of supervised driving (including 10 at night), teens who are at least 16 years old can take the driving skills test for an intermediate license.

Restrictions for intermediate license holders include:

  • No driving alone between 1 a.m. and 5 a.m. unless accompanied by a licensed driver
  • Passenger limitations during the first 6 months: only one passenger under 19 (non-family)
  • After 6 months: up to three passengers under 19

Age 18: Full Under-21 Driver License

At age 18, if the driver has maintained a valid intermediate license for at least 12 months without alcohol-related offenses or traffic convictions, they may upgrade to a full under-21 driver license. This license has no driving restrictions but is marked “UNDER 21.”

Age 21 and Older: Full Driver License

Individuals who are 21 or older may apply directly for a full driver license without going through the GDL program, assuming they have not previously held a license. This involves passing:

  • Vision screening
  • Written knowledge exam
  • Road sign test
  • Driving skills test

  • Missouri allows teenagers to begin the licensing process early, but strict supervision and restrictions are in place until age 18.
