How to Apply for a Massachusetts Learner’s Permit

3 min read

Applying for a learner’s permit in Massachusetts is the first legal step toward becoming a licensed driver. The process is managed by the Massachusetts Registry of Motor Vehicles (RMV) and requires applicants to meet specific age, documentation, testing, and fee requirements. Here's what you need to know to start driving legally in the Bay State.

Eligibility and Age Requirements

To apply for a learner’s permit in Massachusetts, you must be at least 16 years old. If you are under 18, you'll also need parental consent.

Additional Eligibility Notes:

  • You must be a Massachusetts resident.
  • You must not have a suspended or revoked license or permit in any state.

Documents You Need to Bring

All applicants must provide proof of identity, Massachusetts residency, lawful presence in the U.S., and a Social Security number (if eligible). These can be verified with specific documents approved by the RMV.

Refer to the Documents Needed for Massachusetts License page for a full list of acceptable forms of ID and residency proof.

How to Apply

  1. Complete the Learner’s Permit Application Online
Go to the Massachusetts RMV website and complete the permit application. You can create or log in to your myRMV account.

  2. Schedule an Appointment
In-person visits to an RMV Service Center require appointments. Learn how to make an appointment at the Massachusetts RMV.

  3. Pay the Fee
The learner’s permit application fee is currently $30. You can pay online when submitting your application.

  4. Take the Learner’s Permit Exam
The permit exam can be taken online or at an RMV location. The test includes 25 questions covering road signs, rules of the road, and safe driving practices. You must answer at least 18 questions correctly to pass.

Use the Massachusetts Permit Test Study Guide and Free Massachusetts DMV Practice Tests to prepare.

  5. Pass a Vision Test
You’ll also be required to pass a vision screening, which can be completed in person or verified by a healthcare provider.

Permit Restrictions

Once issued, the learner’s permit comes with specific restrictions:

  • You must be accompanied by a licensed driver who is at least 21 years old and has at least one year of driving experience.
  • The accompanying driver must sit in the front seat.
  • Permit holders under 18 are prohibited from driving between 12:00 a.m. and 5:00 a.m.

Violations can result in permit suspension or delayed licensing. See Massachusetts Junior Operator License Rules for details on driving laws for minors.

Upgrading to a Driver’s License

After holding your permit for at least six months and completing a driver’s education program, you may be eligible to take the road test for a junior operator license. Review the How to Get a Driver’s License in Massachusetts for the next steps in the process.
