Massachusetts Junior Operator License Rules

The Massachusetts Junior Operator License (JOL) is issued to drivers between the ages of 16½ and 18 who have successfully completed the state's learner’s permit requirements and a certified driver's education program. This license comes with specific restrictions intended to promote safety and reduce high-risk behavior among new drivers.

Eligibility and Application Requirements

To qualify for a JOL in Massachusetts, applicants must:

  • Be at least 16½ years old.
  • Hold a learner’s permit for a minimum of 6 consecutive months without any violations.
  • Complete an RMV-approved driver’s education program, including 30 hours of classroom instruction, 12 hours of behind-the-wheel training, and 6 hours of in-car observation.
  • Pass a final road test.

Passenger Restrictions

For the first 6 months after receiving a JOL, drivers are not allowed to transport passengers under age 18 unless accompanied by:

  • A parent or legal guardian
  • A person who is at least 21 years old, has at least one year of driving experience, holds a valid driver's license, and is seated beside the junior operator

Exceptions include immediate family members.

Night Driving Restriction

Junior operators are prohibited from driving between 12:30 a.m. and 5:00 a.m. unless accompanied by a parent or legal guardian. Violations may result in license suspension and fines.

Use of Mobile Devices

All junior operators are banned from using mobile phones or electronic devices while driving, including hands-free options. Violations can lead to fines, mandatory driver retraining, and license suspension.

Speeding and Traffic Violations

A speeding ticket for a junior operator results in:

  • A mandatory 90-day license suspension for the first offense
  • A $500 reinstatement fee
  • Completion of the State Courts Against Road Rage (SCARR) course and a driver attitudinal retraining program

Second or subsequent offenses lead to a 1-year suspension.
