Obtaining a Kentucky Learner's Permit
Getting a learner's permit in Kentucky is the first step for teens and new drivers to begin the journey toward a full driver’s license. The process is regulated by the Kentucky Transportation Cabinet and is part of the state’s Graduated Driver Licensing (GDL) program.
Eligibility Requirements
To apply for a learner’s permit in Kentucky, applicants must:
- Be at least 16 years old.
- Be a U.S. citizen or a permanent resident.
- Have a parent or legal guardian sign the application if under 18.
- Present proof of identity, Social Security number, and residency.
For minors, a School Compliance Verification Form (form TC 94-35) from their school is also required to show they are enrolled and in good standing.
Required Documents
When visiting a local Circuit Court Clerk’s office, bring the following:
- Original birth certificate or valid U.S. passport
- Social Security card
- Proof of Kentucky residency (utility bill, school enrollment form)
- School Compliance Verification Form (for minors)
- Parent/guardian with photo ID (for applicants under 18)
REAL ID credentials are optional at this stage but may be beneficial for future federal identification needs. For more details, check out What You Need to Know About Kentucky REAL ID.
Permit Test Overview
Before obtaining the permit, applicants must pass:
- A written knowledge test covering Kentucky road rules and traffic signs
- A vision test to ensure minimum visual acuity standards
Study materials and practice questions are available at Preparing for the Kentucky Permit Test and Kentucky Driver's License Practice Tests. For road sign preparation, review Recognizing Kentucky Road Signs for the Permit Test.
Permit Restrictions
Once issued, the Kentucky learner's permit comes with specific limitations:
- Must be held for a minimum of 180 days before applying for an intermediate license.
- Permit holders under 18 must complete at least 60 hours of supervised driving, including 10 hours at night. Document this with the Practice Driving Log Requirements in Kentucky.
- Permit holders may only drive with a licensed adult (21 or older) in the front seat.
- No driving between midnight and 6:00 a.m. unless for school or work purposes.
- No more than one unrelated passenger under 20 years old is allowed.
Next Steps After the Permit
After holding the permit for at least 180 days and completing the practice driving requirements, teens can apply for an intermediate license. This stage continues the safe driving progression under Kentucky’s GDL. Read more at Kentucky Intermediate License and the Next Steps After Your Permit.
