Minnesota Motorcycle Endorsement Guide

In Minnesota, riding a motorcycle legally requires more than just a standard driver's license. You must obtain a motorcycle endorsement, which certifies that you have the knowledge and skills to safely operate a motorcycle. Here's how to get started, what to expect, and the rules you must follow.

Who Needs a Motorcycle Endorsement?

Any resident who wants to ride a two-wheeled motorcycle on public roads in Minnesota must have a motorcycle endorsement on their driver’s license. Mopeds with engines under 50cc are an exception but still require a separate moped permit if you're under 16.

Steps to Get a Motorcycle Endorsement

1. Get a Motorcycle Instruction Permit

To begin, apply for a motorcycle instruction permit, which allows you to practice riding legally. Requirements include:

  • Be at least 16 years old.
  • Possess a valid Minnesota driver’s license or instruction permit.
  • Pass the motorcycle knowledge test and a vision screening.
  • Pay the required fees.

Minnesota strongly encourages new riders to complete a Basic Rider Course (BRC) approved by the Minnesota Motorcycle Safety Center (MMSC). Riders under 18 are required to complete this course.

The course includes classroom instruction and hands-on riding skills. Upon completion, you'll receive a certificate that waives the skills test when applying for the endorsement.

3. Pass the Skills Test

If you do not complete the Basic Rider Course, you must take and pass a motorcycle skills test at a Minnesota exam station. The skills test evaluates your ability to:

  • Start and stop smoothly
  • Control the bike at low speeds
  • Execute turns and U-turns
  • Perform quick stops and swerves

Fees and Validity

As of 2025, fees include:

  • Knowledge Test: $10
  • Motorcycle Instruction Permit: $21
  • Skills Test: $20
  • Endorsement Addition: $13.50 (added to regular license fee)

Motorcycle Endorsement for Teens

Teen riders must:

  • Be at least 16 years old
  • Hold a valid driver’s license
  • Complete a rider training course
  • Pass the knowledge and skills tests

Insurance Requirements

Minnesota law requires motorcycle riders to carry liability insurance. Minimum coverage includes:

  • $30,000 for injury to one person
  • $60,000 for injury to two or more people
  • $10,000 for property damage

Proof of insurance must be carried at all times when riding.

Safety Gear and Laws

Minnesota does not mandate helmets for riders over 18, but they are required for those under 18 and for permit holders. Eye protection is required for all riders unless the motorcycle has a windscreen.

Other safety requirements:

  • Use headlights at all times
  • Ride no more than two abreast in a lane
  • Lane splitting is illegal in Minnesota
