Registering an Out of State Vehicle in Massachusetts

Bringing a vehicle into Massachusetts from another state requires proper registration with the Massachusetts Registry of Motor Vehicles (RMV). Whether you're relocating to the state or purchasing a vehicle out of state, the process involves specific documentation, inspections, and fees.

Who Needs to Register

Anyone moving to Massachusetts with a vehicle previously registered in another state must register it with the RMV within 30 days of establishing residency. This also applies to military personnel stationed in Massachusetts who choose to register their vehicle locally.

Required Documents

To register an out-of-state vehicle, gather the following documents:

  • Completed RMV-1 Form: Must be completed electronically by an insurance company and stamped with active Massachusetts insurance.
  • Proof of Ownership: Typically the original out-of-state title. If the vehicle is leased or financed, a copy of the title and a power of attorney from the lienholder are required.
  • Odometer Disclosure Statement: Required for vehicles less than 10 years old.
  • Out-of-State Registration: This shows the vehicle was legally registered in the previous state.
  • Proof of Massachusetts Residency: A utility bill, lease agreement, or bank statement.

Vehicle Inspection Requirement

Within 7 days of registration, all vehicles must pass a Massachusetts Vehicle Check safety and emissions inspection. This is done at approved inspection stations and is mandatory even if the vehicle recently passed inspection in another state.

Registration Process

  1. Get Massachusetts Auto Insurance: Your policy must be from a licensed Massachusetts insurer.
  2. Obtain the RMV-1 Form: Your insurer will submit and stamp the RMV-1 electronically.

Title Transfer

Temporary Plates and Transfers

If you're transferring plates from another Massachusetts vehicle, bring both sets of plates and documents for the previous vehicle. If you're not transferring plates, you will be issued new ones on-site.
