Hawaii Provisional License Requirements for Teens

Teens in Hawaii follow a graduated licensing program designed to ensure new drivers gain experience under low-risk conditions. The provisional license is the second stage in this program, following the learner’s permit and preceding the full driver’s license.

Eligibility Criteria

To qualify for a provisional license in Hawaii, teens must:

  • Be at least 16 years old.
  • Have held a valid instruction permit for at least 180 days without any traffic violations.
  • Have completed a state-certified driver’s education course, including both classroom instruction and behind-the-wheel training.
  • Pass a road skills test administered by the Hawaii Department of Transportation or a certified third-party examiner.

Required Documents

When applying for a provisional license, teens must present:

  • The valid Hawaii instruction permit.
  • Driver’s education completion certificates.
  • A completed Parent/Guardian Certification of Driver Experience form documenting at least 50 hours of supervised driving, including 10 hours at night.

Driving Restrictions

Hawaii places several restrictions on provisional license holders to ensure safety:

  • Nighttime driving restriction: No driving between 11:00 PM and 5:00 AM, unless accompanied by a licensed parent or guardian, or driving to/from work or a school function with proper documentation.
  • Passenger limitations: During the first six months, only one person under 18 who is not a household member may ride in the vehicle unless accompanied by a licensed adult.
  • Seat belts are mandatory for all occupants at all times.

These restrictions are enforced until the teen qualifies for a full license.

Advancing to a Full License

Teens may apply for a full, unrestricted Hawaii driver’s license at age 17, provided they:

  • Have held a provisional license for at least six months.
  • Have no pending or adjudicated traffic violations.
