Stage 1: Limited Learner Permit

Teen drivers aged 15–17 can apply for a Limited Learner Permit, allowing supervised driving only when accompanied by a licensed adult (at least 21) seated beside the driver. Permit holders may only drive between 5 a.m. and 9 p.m. during the first six months unless driving to or from work or a volunteer emergency service role.

Stage 2: Limited Provisional License

Only one passenger under 21 who is not an immediate family member is permitted unless accompanied by a supervising driver.

Stage 3: Full Provisional License

Additional Requirements and Restrictions
