Registering a New Vehicle in Maryland

3 min read

Bringing home a new or newly purchased vehicle? Here’s what you need to complete registration with the Maryland Motor Vehicle Administration (MVA).

1. Verify Your Title and Proof of Ownership

Ensure you have the vehicle’s manufacturer’s certificate of origin (if new) or a signed title (for used vehicles), and a bill of sale. Both documents confirm ownership and are mandatory at your MVA appointment.

2. Complete Form VR‑005

Fill out Form VR‑005, the Application for Certificate of Title. Provide vehicle details, sale price, buyer/seller info, and your signature. Learn how to fill it out properly from the MVA’s official instructions, as noted in How to Fill Out Maryland MVA Form VR‑005.

3. Provide Valid Identification and Residency

Bring proof of identity and Maryland residency, such as:

  • Valid U.S. driver’s license or MVA-issued ID
  • Utility bill or bank statement showing Maryland address

4. Obtain Vehicle Insurance

Maryland law requires liability insurance with minimum coverage. Ask your provider for an insurance card or electronic proof to bring to the MVA.

5. Complete the Safety Inspection

Before registration, your vehicle must pass a state safety inspection performed at an authorized Maryland inspection station.

6. Visit the MVA

Schedule an appointment at your local MVA branch. Bring:

  • Completed Form VR‑005
  • Title or manufacturer’s certificate of origin plus bill of sale
  • Insurance proof
  • Maryland residency and ID proof
  • Inspection certificate
  • Payment for fees and taxes

To choose the branch most convenient for you, check out Maryland MVA Office Locations and Hours.

7. Pay Required Fees

Be prepared to pay:

  • Vehicle excise tax (based on vehicle price)
  • Title fee and registration fee
  • Plate cost (for new or specialty plates)

See detailed fee breakdowns including registration options like specialty and personalized plates in Maryland’s Class D and related resources.

8. Receive Your Registration and Plate

Once processed, the MVA issues:

  • Maryland registration card
  • License plates (temporary or permanent)
You must display the plates and keep the registration card in your vehicle at all times.

9. Future Steps

Registering your vehicle ensures you’re legally on Maryland roads. Need help with inspection stations or MVA appointment scheduling? Just ask!
