When You Need an Adult Supervisor in Maryland
In Maryland, learner’s permit holders must follow strict supervision rules as part of the state’s Graduated Driver Licensing (GDL) system. These rules are designed to help novice drivers gain safe driving experience under the supervision of a qualified adult.
Supervision Requirements for Learner’s Permit Holders
Anyone holding a Maryland learner’s instructional permit must be accompanied by a qualified supervising driver at all times while operating a motor vehicle. The supervising driver must:
- Be at least 21 years old
- Hold a valid Maryland driver’s license
- Have at least three years of driving experience
- Sit in the front passenger seat next to the permit holder

Supervised Driving Practice
