Special Minor's Restricted License in Iowa
The Special Minor's Restricted License (SMRL) in Iowa offers eligible teens the opportunity to drive independently under specific conditions. Introduced on July 1, 2024, the SMRL replaces the former Minor School License, expanding driving privileges to include work and farm-related activities within defined limits.
Eligibility Requirements
To qualify for an SMRL, applicants must:
- Be at least 14½ years old.
- Hold a valid instruction permit for a minimum of six consecutive months immediately before applying.
- Maintain a clean driving record during that period, free from traffic violations or at-fault accidents.
- Successfully complete an Iowa-approved driver education course.
- Obtain signatures on the Affidavit for Special Minor’s Restricted License (Form 430021) from:
- A parent or guardian.
- The school principal, superintendent, or, for homeschoolers, the primary instructor.
- Have a parent or guardian complete the Parental Consent for Special Minor’s Restricted License (Form 430022), which must be carried in the vehicle at all times.
- Pass a driving test if required by the driver's education instructor or if the Parent-Taught Driver’s Education Program was completed.
Permitted Driving Activities
With an SMRL, holders may drive without adult supervision under the following conditions:
- School Attendance: Travel between home and school(s) of enrollment for classes or school-sponsored activities, using the most direct and accessible route.
- Extracurricular Activities: Attend school-sponsored events within a 25-mile driving distance.
- Employment: Commute to and from work, provided the distance between the origin and destination does not exceed 25 miles.
- Farm Work: Assist parents, guardians, or employers with farm-related tasks if residing on or employed by a farm in Iowa, within a 25-mile radius.
- Fuel Stops: Stop for fuel at the closest filling station along the route.
Additionally, SMRL holders may drive at any time with adult supervision. The supervising adult must be:
- A parent, guardian, or custodian.
- An immediate family member at least 21 years old.
- A driver education instructor.
- An individual at least 25 years old with written permission from the parent or guardian.
Restrictions and Prohibited Activities
SMRL holders are subject to several restrictions:
- Electronic Devices: Use of cell phones, smartphones, tablets, or other electronic communication or entertainment devices while driving is prohibited.
- Passenger Limitations: May carry only one non-relative minor passenger without adult supervision. Relatives include siblings, step-siblings, or any minor residing in the same household.
- Destination Restrictions: Cannot transport passengers to locations other than the school of enrollment for classes or school-sponsored activities.
- Distance Limitations: Driving to extracurricular activities is restricted to locations within a 25-mile driving distance.
- Vehicle Limitations: Prohibited from operating commercial motor vehicles, vehicles with more than two axles, vehicles towing another vehicle, or motorcycles (unless possessing motorcycle privileges).
- Residency Restrictions: Cannot drive between multiple residences; permitted to drive to and from one residence and approved school or work locations only.
Consequences of Violations
Violating SMRL conditions can lead to:
- License Suspension: A three-month suspension for each offense, including traffic violations, restriction breaches, or accidents.
- Delayed Advancement: Postponement of eligibility for an intermediate license by an additional three months after the 16th birthday.
- Reinstatement Requirements: To reinstate driving privileges, individuals must:
- Schedule an appointment with the DMV.
- Pay a $20 reinstatement fee and a $10 duplicate license fee.
- Maintain a clean driving record for six consecutive months before applying for the next licensing level.
Advancing to an Intermediate License
To progress from an SMRL to an intermediate license, applicants must:
- Be at least 16 years old.
- Hold a valid instruction permit (or instruction permit and SMRL) for a total of at least 12 months.
- Maintain a clean driving record for at least six consecutive months immediately before applying.
- Obtain written consent from a parent or guardian, either in person at a driver’s license issuance site or by completing the Parent’s/Guardian’s Written Consent Form (Form 430018).
- Complete 20 hours of supervised driving, including at least two hours between sunset and sunrise. Driving completed during driver’s education counts toward this requirement.
