Obtaining an Instruction Permit in Iowa

In Iowa, teens can begin their journey toward a full driver's license as early as age 14 by applying for an instruction permit. This permit is the first stage in Iowa’s Graduated Driver Licensing (GDL) system, designed to help young drivers gain experience under supervision before driving independently.

Eligibility Requirements

To apply for an instruction permit in Iowa, you must:

  • Be at least 14 years old.

  • Pass a vision screening.

  • Passenger Limits: You cannot carry more passengers than the number of seat belts in your vehicle.
  • Vehicle Type: You are not permitted to operate commercial motor vehicles or motorcycles (unless you have a motorcycle instruction permit).

Violating these restrictions may result in the suspension of your instruction permit and could reset the required holding period.

Advancing to the Intermediate License

To qualify for an intermediate license, you must:

  • Be at least 16 years old.
  • Have held your instruction permit for a minimum of 12 months.
  • Complete an Iowa-approved driver education course.
  • Log at least 20 hours of supervised driving, including 2 hours at night.
  • Maintain a clean driving record for the 6 months preceding your application.
