Fee Waivers and Reductions at the Iowa DMV
The Iowa Department of Transportation (Iowa DOT) provides several fee waiver and reduction programs to assist eligible residents with the costs associated with driver's licenses, vehicle registrations, and other DMV services. These programs are designed to support low-income individuals, military personnel, veterans, and persons with disabilities.
Income-Based Fee Waivers
Effective January 1, 2021, individuals whose household adjusted gross income does not exceed 200% of the federal poverty level may request a waiver of application fees related to an initial application for a license or registration. This includes fees for criminal background checks and fingerprint card processing. The waiver does not extend to applications for renewal, reinstatement, or reactivation.
To determine eligibility:
- Identify the number of individuals in your household.
- Reference the Federal Poverty Level to find the income threshold for your household size.
- If your household adjusted gross income, as reported on your most recent federal tax return, is less than the identified value, you are eligible for the one-time fee waiver.
Applicants must attest to their income level and agree to submit documentation, such as the first two pages of their federal tax return. If married and filed separately, both spouses' returns are required. If claimed as a dependent, the tax return of the person who claimed you is needed.

Military and Veteran Fee Waivers
The Iowa DOT offers fee waivers for certain driver's license and vehicle registration services to active duty military members, honorably discharged veterans, and veterans with a 100% service-connected disability rating.
Eligibility and Required Documentation
- Active Duty Military Members: Must present an unexpired Common Access Card (CAC).
- Honorably Discharged Veterans: Provide a DD-214 form indicating "honorable discharge" or "general discharge under honorable conditions."
- Veterans with 100% Service-Connected Disability: Submit a "Summary of Benefits" letter from the Department of Veterans Affairs indicating a 100% disability rating.
Once documentation is provided in person, eligible individuals will continue to receive fee waivers for renewals, including online renewals, without needing to resubmit proof.
Applicable Fee Waivers
- Chauffeur (Class D) or Commercial Licenses (Class A, B, or C CDL): For active duty military members or honorably discharged veterans.
- Operator License (Class C Noncommercial) or Motorcycle License (Class M or Endorsement L): For veterans with a 100% service-connected disability rating.
Note: Fee waivers must be applied at the time of service. The Iowa DOT cannot retroactively apply waivers or issue refunds if documentation is not presented during the transaction.

Reduced Registration Fees for Specially Equipped Vehicles
Persons with disabilities may be eligible for reduced registration fees for specially equipped vehicles. This includes vehicles modified to accommodate a disability, such as those with wheelchair lifts or hand controls. Free Parking for Disabled Veteran Plate Holders
Effective July 1, 2022, vehicles displaying an Iowa-issued Disabled Veteran license plate are permitted to park for free in any city-owned or operated parking lot or city-metered space in Iowa.
