Registering a Vehicle Bought Out‑of‑State in NM

If you recently moved to New Mexico or purchased a vehicle from another state, registering your out-of-state vehicle with the New Mexico Motor Vehicle Division (MVD) is required within 30 days of establishing residency to avoid penalties.

Required Documents

When registering an out-of-state vehicle in New Mexico, you will need:

  • A completed Application for Vehicle Title and Registration (MVD Form 10002)
  • The original or current out-of-state title (or the current registration if there is a lien)
  • Proof of New Mexico auto insurance
  • A valid New Mexico driver’s license or ID
  • Odometer disclosure statement (if applicable, for vehicles under 10 years old)
  • Proof of passed emissions test if registering in Bernalillo County
  • VIN inspection completed by an MVD agent or certified law enforcement officer
  • Payment for registration and title fees

If there is a lien on your vehicle, you will need to provide the lienholder’s details and the current registration to process the New Mexico title.

Emissions Requirements

Bernalillo County requires emissions testing for most gasoline vehicles that are newer than 1975 and weigh less than 10,000 pounds. Diesel vehicles under 10,000 pounds also require testing unless they are under four years old. Testing must be completed before registration.

VIN Inspection

A VIN inspection is mandatory for all vehicles brought in from out of state. This inspection verifies the VIN on your vehicle matches your title and is completed at any MVD office, certified VIN inspection station, or by law enforcement.

Fees and Taxes

When registering your out-of-state vehicle in New Mexico, you will pay:

  • Title fee: $5
  • Registration fees: based on vehicle weight and model year
  • Excise tax: 4% of the purchase price or NADA average trade-in value, whichever is higher (if you recently purchased the vehicle)
