Nebraska Graduation Driver Licensing Program
Nebraska's Graduated Driver Licensing (GDL) Program is designed to help new drivers safely gain driving experience under lower-risk conditions before obtaining a full driver license. It applies to drivers under 18 and consists of three stages: the Learner's Permit, the Provisional Operator's Permit (POP), and the full driver license.
Learner's Permit Stage
Teens can apply for a Learner's Permit as early as 15 years old, provided they meet the age requirements and submit necessary documentation. The permit application process requires proof of identity, residency, and legal presence.
While holding a Learner's Permit, new drivers must complete at least 50 hours of supervised driving, including 10 hours at night, with a parent, guardian, or licensed driver over 21 years old. All drivers and passengers must wear seat belts, as required by Nebraska seat belt laws, and permit holders must follow permit driving restrictions, such as no use of handheld devices while driving.
Provisional Operator's Permit (POP)
Once drivers have held their Learner's Permit for at least six months without any traffic violations and completed the required supervised driving, they may apply for a Provisional Operator's Permit starting at age 16.
With a POP, drivers can drive unsupervised between 6 a.m. and midnight. Outside of these hours, driving is only allowed for school or work unless accompanied by a licensed adult. Cell phone use while driving remains prohibited, as per Nebraska cell phone laws, except in emergencies.
Full License Eligibility
Drivers may obtain a full, unrestricted Nebraska driver license at age 17 if they have held a POP for at least 12 months without any violations. All requirements listed under Eligibility for Nebraska Driver License must be met, including submission of proof of identity at the DMV.
